Platform role

DuoVoie plans to provide posting, search and, after validation, booking and payment tools. The platform does not drive, select destination or time, guarantee departure or dispatch a transportation request.

This description must match the real product. The words “platform” and “cost sharing” do not by themselves create a legal exemption.

The trip belongs to the driver

Drivers choose the final destination, time and meeting points and make each direction for their own purpose. Carrying passengers remains incidental. A trip, material detour or return added only because a passenger requests it is prohibited.

One way or optional DuoBoucle

Drivers may always post only their outbound trip. DuoBoucle links a return only when it was already planned for a genuine personal purpose. Drivers attest to each direction separately; no return is required, created or suggested as income.

Non-profit sharing: the three-cap rule

For each direction, the total from all passengers cannot exceed the lowest of: eligible costs actually attributable to the trip, the applicable legal maximum and DuoVoie’s internal cap. It pays neither the driver’s time, availability nor service.

The pilot now recalculates every seat server-side, blocks duplicate listings and a second corridor activity on the same day, retains the calculation and routes unusual frequency to review. Extra-cost receipts and authenticated accounts must also operate before real rides.

Québec regulatory maximum

Section 168 of Québec’s Act provides an exclusion when the driver decides the travel, passenger pickup is incidental and the total paid for the same automobile stays within the regulatory maximum.

Section 84 of the regulation currently sets that maximum at $0.54 per kilometre plus parking actually incurred, road or bridge tolls and ferry costs. This is the vehicle total across all passengers. Roughly 200 km therefore produces an indicative $108 legal maximum before these extras; it is not a recommended price, automatic entitlement or permission to profit.

Québec–Ontario: conservative internal rule

Ontario carpooling includes passengers incidental to the driver’s purpose, no amount beyond non-profit operating expenses and no passengers on more than one one-way or round trip per day.

DuoVoie therefore adopts at most one one-way trip or one genuinely planned DuoBoucle per driver per day on this corridor. This is an internal interprovincial rule based on Ontario’s requirement, not a claim about a general Québec limit.

New corridors: interest before launch

The national directory only measures aggregated interest. A page with no real listing stays unindexed and is not an offer, booking or transportation request.

Every new corridor remains closed to posting and payment until provincial rules, insurance, cost calculations, contracts and DuoPoints are validated for the territories involved.

DuoSignal does not dispatch rides

DuoSignal only shows aggregated, non-identifying trends. It sends no individual order, negotiates no itinerary and promises no response. Drivers may consult a signal only for travel they already planned.

Insurance, licence and vehicle

Drivers remain responsible for a valid licence and an eligible, maintained and insured vehicle. Québec’s public SAAQ plan does not replace private vehicle insurance; no DuoVoie page guarantees that an insurer covers platform use.

Before real posting, drivers must confirm carpool use with their insurer and meet each province’s requirements. DuoVoie must obtain written advice on its checks and possible exclusions.

Tax and records

A non-profit cap is not a tax ruling. Drivers and the platform must retain mileage, costs, receipts and contributions. If activity is income or commercial, income-tax, GST/HST or reporting duties may apply.

DuoVoie will confirm whether Canada’s platform-operator reporting rules apply. A possible exclusion for a model that permits no profit must be documented and is not presumed.

Environment: evidence before slogans

DuoVoie may explain that filling seats already travelling aims to use vehicles more efficiently. It will not claim quantified emissions reductions, cars “removed from the road” or carbon neutrality without documented methods, assumptions and evidence.

Required pre-launch checks

  • Written legal opinion on exact classification in both provinces.
  • Written confirmation of the platform’s regulatory status; no absence of authorization is presumed.
  • Insurance, licensing, vehicle, cost calculation and anti-profit controls.
  • Contracts, payments, tax, consumer protection, privacy and incident handling.

Conduct and safety

No impaired driving, handheld devices, harassment or overloaded vehicles. Seat belts, applicable child seats, required tires and speed limits remain mandatory. Call 911 in an emergency.
